Ricardo A. Rivera-Cardona
Ricardo A. Rivera-Cardona is chief business development officer of Somos Community Care since February of 2017. In this position, Rivera-Cardona actively participates in the transformation from a fee-for-service to a value-based payment system for a network of more than 2,500 physicians serving close to 650,000 people in New York City. Previously, Ricardo was the executive director of Puerto Rico Health Insurance Administration (ASES for its Spanish acronym) from January 2013 to December 2016 overseeing the Medicaid program which serves close to 50% of the population of Puerto Rico. In this position, Rivera-Cardona turned a $200 million projected deficit in 2013 into an $85 million surplus by June 2016. Prior to joining PRHIA, Ricardo presided COSVI, one of the top local health and life insurance companies in Puerto Rico, from 2008 to 2013. Rivera-Cardona also served as secretary of the Puerto Rico Department of Economic Development, and simultaneously as executive director of the Puerto Rico Trade and Export Company (2005-2007). Ricardo also worked as sales and marketing director of ICI Paints, senior brand manager for Eli Lilly, and brand manager of Procter & Gamble. He started his professional career as management consultant of Arthur D. Little in Caracas, Venezuela in 1994. Ricardo earned a bachelor’s degree in engineering and a master’s degree in engineering management from Cornell University. Additionally, he completed a master’s degree in health administration from Columbia University. Ricardo is a Fellow of the Health Innovators Fellowship and a member of the Aspen Global Leadership Network.
